PROTOCOLE D’ENTENTE

1.PURPOSE
The purpose of this Memorandum of Understanding is to assist in the coordination between the Canadian Council of Public Accounts Committees (CCPAC) and the Canadian Council of Legislative Auditors (CCOLA) in determining host jurisdictions for these organizations’ joint annual conference.

2.TERMS OF THIS MEMORANDUM

Both CCPAC and CCOLA agree to uphold their responsibilities in respect of the contents of the memorandum until it is either amended or terminated.

3.RESPONSIBILITIES OF THE ORGANIZATIONS
​
(1) Both CCPAC and CCOLA agree to collaboratively determine a schedule of host jurisdictions for each of their jointly held annual conferences. This is done by establishing a rotation of host jurisdictions amongst provincial, territorial, and federal Public Accounts Committees and Auditors General offices. The current rotation of host jurisdictions, as of August 10, 2021, is as follows:

f.2026, Saskatchewan
g.2027, Nunavut
h.2028, Newfoundland and Labrador
i.2029, Manitoba
(2) In the circumstance in which a change in the previously determined host schedule for the joint annual conference is requested, by either organization, such a change shall be proposed to the other organization at least 14 months prior to the date of the next conference.

(3) Where a change to the previously determined host schedule for the joint annual conference has been proposed, the executive body of both organizations shall deliberate on the proposal, and if it is acceptable, shall ratify the proposal and communicate the ratification decision to the other organization no later than 12months prior to the date of the next conference.

(4) Any changes ratified under (3) shall be communicated to the membership of both organizations in a timely fashion.

1. OBJET
L’objet du présent protocole d’entente est de faciliter la coordination entre le Conseil canadien des comités des comptes publics (CCCCP) et le Conseil canadien des vérificateurs législatifs (CCVL) en ce qui concerne la désignation des autorités législatives hôtes de la conférence annuelle conjointe des organismes susmentionnés.

2. TERMES DU PROTOCOLE
Le CCCCP et le CCVL conviennent de respecter leurs obligations telles que précisées dans les dispositions du présent protocole jusqu’à ce que celui-ci soit amendé ou résilié.

3. OBLIGATIONS DES ORGANISMES
(1) Le CCCCP et le CCVL conviennent de collaborer pour établir le calendrier des autorités législatives hôtes de chacune de leurs conférences conjointes annuelles. Cela se fera en définissant une rotation des autorités hôtes parmi les comités des comptes publics et les bureaux des vérificateurs généraux des ordres provincial, territorial et fédéral. La rotation des autorités hôtes en vigueur au 10 août 2021 est comme suit :

b. 2022, Chambre des communes
c. 2023, Yukon
d. 2024, Québec
e. 2025, Nouvelle-Écosse
f. 2026, Saskatchewan
g. 2027, Nunavut
h. 2028, Terre-Neuve-et-Labrador
i. 2029, Manitoba
(2) Dans le cas où l’un ou l’autre des organismes susmentionnés demanderait une modification au calendrier établi précédemment pour les hôtes de la conférence conjointe annuelle, une telle modification sera proposée à l’autre organisme au moins 14 mois avant la date de la prochaine conférence.

(3) Lorsque est proposée une modification au calendrier établi précédemment pour les hôtes de la conférence conjointe annuelle, les organes exécutifs des deux organismes examineront la proposition et, si elle est jugée acceptable, la ratifieront; et chaque organe exécutif communiquera sa décision à l’autre organisme au moins 12 mois avant la date de la prochaine conférence.

(4) Les deux organismes susmentionnés feront connaître à leurs membres respectifs en temps opportun toute modification ratifiée en vertu du paragraphe (3) du présent protocole.
